Taxes and fees when you buy a new-build in Pattaya
The main cost at transfer is the Land Office transfer fee of 2% of the appraised value, which the standard contract shares equally between you and the developer. You also pay a one-off sinking fund contribution and common fees in advance. The developer pays its own business and income taxes.
At transfer
- Transfer fee: 2% of the Land Department's appraised value. The standard-form contract has the developer bear half.
- Specific business tax (3.3%) and withholding tax: these are the seller's taxes and the developer pays them.
- Stamp duty (0.5%): not charged where specific business tax applies, which is the case on a developer sale.
- Mortgage registration (1% of the loan): only if you borrow from a Thai bank.
The temporary fee cut does not apply to foreign buyers
The government has reduced the transfer and mortgage registration fees to 0.01%, currently until 30 June 2027. It applies only to Thai individuals buying homes of ฿7 million or less. Foreign buyers pay the normal rate.
At handover
- Sinking fund: a one-off payment per square metre into the building's reserve.
- Common area fees in advance, often for the first year.
- Deposits and connection charges for the electricity and water meters.
Every year
Where a developer has published its common fee and sinking fund, both are shown on the project page.
- Common area fees, per square metre per month.
- Land and Building Tax. The residential rate starts at 0.02% of the appraised value, so on most condominiums it is a small sum. A second home gets no exemption.
- Income tax on any rent you receive.
When you sell later
As a seller you pay specific business tax of 3.3% if you sell within five years, or stamp duty of 0.5% if you have owned for longer, plus withholding tax worked out from the appraised value and how long you have owned. Who pays the transfer fee is agreed with your buyer.

Are the fees based on the price I paid?
The transfer fee is based on the Land Department's appraised value of the unit, which is often lower than the purchase price.
Does the developer ever pay all the transfer costs?
Some include them as a sales promotion. It will be written into the contract if so; otherwise expect to pay half of the transfer fee.
Is there VAT on a new condo?
No VAT is added to the purchase price of a residential unit. The developer's sale is subject to specific business tax, which the developer pays.
